Statement by NATO Foreign Ministers on Afghanistan
20 Aug 2021.
1. We, the Foreign Ministers of NATO, met today to discuss the difficult situation in Afghanistan.
2. We are united in our deep concern about the grave events in Afghanistan and call for an immediate end to the violence. We also express deep concerns about reports of serious human rights violations and abuses across Afghanistan. We affirm our commitment to the statement by the UN Security Council on 16 August, and we call for adherence to international norms and standards on human rights and international humanitarian law in all circumstances.
3. Our immediate task now is to meet our commitments to continue the safe evacuation of our citizens, partner country nationals, and at-risk Afghans, in particular those who have assisted our efforts. We call on those in positions of authority in Afghanistan to respect and facilitate their safe and orderly departure, including through Hamid Karzai International Airport in Kabul. As long as evacuation operations continue, we will maintain our close operational coordination through Allied military means at Hamid Karzai International Airport.
4. The Afghan people deserve to live in safety, security and dignity, and to build on the important political, economic and social achievements they have made over the last twenty years. We stand by civil society actors who must be able to continue to safely play their meaningful role in Afghan society. We call on all parties in Afghanistan to work in good faith to establish an inclusive and representative government, including with the meaningful participation of women and minority groups. Under the current circumstances, NATO has suspended all support to the Afghan authorities. Any future Afghan government must adhere to Afghanistan’s international obligations; safeguard the human rights of all Afghans, particularly women, children, and minorities; uphold the rule of law; allow unhindered humanitarian access; and ensure that Afghanistan never again serves as a safe haven for terrorists.
5. For the last twenty years, we have successfully denied terrorists a safe haven in Afghanistan from which to instigate attacks. We will not allow any terrorists to threaten us. We remain committed to fighting terrorism with determination, resolve, and in solidarity.
6. We honour the service and sacrifice of all who have worked tirelessly over the last twenty years to realise a better future for Afghanistan. Together, we will fully reflect on our engagement in Afghanistan and draw the necessary lessons. We will continue to promote the stable, prosperous Afghanistan that the Afghan people deserve and address the critical questions facing Afghanistan and the region, in the immediate future and beyond, including through our cooperation with regional and international partners, such as the European Union and United Nations. Statement by the North Atlantic Council in solidarity with those affected by recent malicious cyber activities including the Microsoft Exchange Server compromise
19 July 2021.
- We observe with increasing concern that cyber threats to the security of the Alliance are complex, destructive, coercive, and becoming ever more frequent. This has been recently illustrated by ransomware incidents and other malicious cyber activity, targeting our critical infrastructure and democratic institutions, as well as exploiting weaknesses in hardware and software supply chains.
- We condemn such malicious cyber activities which are designed to destabilize and harm Euro-Atlantic security and disrupt the daily lives of our citizens. We use NATO as a platform for political consultations, to share concerns about malicious cyber activities, to exchange national approaches and responses, as well as to consider possible collective responses. Reaffirming NATO’s defensive mandate, the Alliance is determined to employ the full range of capabilities, as applicable, at all times to actively deter, defend against, and counter the full spectrum of cyber threats, in accordance with international law. NATO will continue to adapt to the evolving cyber threat landscape, which is affected by both state and non-state actors, including state-sponsored. We remain committed to uphold strong national cyber defences, including through full implementation of NATO’s Cyber Defence Pledge.
- We stand in solidarity with all those who have been affected by recent malicious cyber activities including the Microsoft Exchange Server compromise. Such malicious cyber activities undermine security, confidence and stability in cyberspace. We acknowledge national statements by Allies, such as Canada, the United Kingdom, and the United States, attributing responsibility for the Microsoft Exchange Server compromise to the People’s Republic of China. In line with our recent Brussels Summit Communiqué, we call on all States, including China, to uphold their international commitments and obligations and to act responsibly in the international system, including in cyberspace. We also reiterate our willingness to maintain a constructive dialogue with China based on our interests, on areas of relevance to the Alliance such as cyber threats, and on common challenges.
- We promote a free, open, peaceful and secure cyberspace, and pursue efforts to enhance stability and reduce the risk of conflict by promoting respect for international law and the voluntary norms of responsible state behaviour in cyberspace, as recognized by all member states of the United Nations. We are working together as an Alliance and with like-minded partners to address these challenges. All States have an important role to play in promoting and upholding these voluntary norms of responsible state behaviour. (NATO Hq) https://bit.ly/3zAPJPU

Statement by the North Atlantic Council on Belarus
26 May 2021.
- The North Atlantic Council strongly condemns the forced diversion to Minsk, Belarus of a Ryanair flight between Athens and Vilnius on 23 May, as well as the removal from the diverted aircraft and arrest of Raman Pratasevich, a prominent Belarusian journalist travelling on board, and Sofia Sapega. This unacceptable act seriously violated the norms governing civil aviation and endangered the lives of the passengers and crew. We support calls for an urgent independent investigation, including by the International Civil Aviation Organization (ICAO). We support measures taken by Allies individually and collectively in response to this incident.
- The detention of Mr. Pratasevich is an affront to the principles of political dissent and freedom of the press. Belarus must immediately and unconditionally release Mr. Pratasevich and Ms. Sapega. NATO Allies call on Belarus to respect fundamental human rights and freedoms, and to abide by the rules-based international order. Allies stand in solidarity with Latvia following the unjustified expulsion of Latvian diplomats. (NATO Hq) https://bit.ly/3wONLdz

Agency announces winners of drone data challenge
20 May 2021. The NCI Agency ran the challenge between February and May 2021, as a part of hosting the International Conference on Military Communications and Information Systems, or ICMCIS. This year's ICMCIS focused on the application of artificial intelligence and machine learning to the areas of military situational awareness and decision making.
After evaluating the submissions by comparing the test set with the ground truth data, the top four submissions were asked to share their approach and techniques in more depth with a wider community during the special session on C-UAS and Radio Frequency technologies at ICMCIS.
The top four teams were:
- Centre For Research and Technology Hellas (CERTH) Information Technologies Institute (ITI) Virtual and Augmented Reality Lab (VARlab) Team: The CERTH ITI VARlab Team proposed a tracker based on machine learning technologies, which is something new in the tracking domain. Although the team has not specifically addressed data association, track management or fusion of data from multiple sensors, aspects their solution scored relatively high.
- Defence Science & Technology Laboratories (DSTL): The DSTL team used well-studied tracking and data fusion techniques available under the open source project known as Stone Soup. They fused all data from two radar sensors and two RF direction finders and solved specific challenges such as data association, track filtering and track management. The DSTL jupyter notebook posted on Kaggle is a great example of how the C-UAS tracking and data fusion problem can be solved.
- CERTH ITI Visual Computing Lab Team: The CERTH ITI Visual Computing Lab team used a mix of well-known techniques such as the Hungarian algorithm to solve the data association problem and a machine learning solution for the filtering part.
- Horizon Lab: The Horizon team proposed an innovative solution based on machine learning, and although with less focus on challenges such as data association, track management or data fusion; their solution scored relatively high in the Mean Root Square Error (MRSE) parameter used in the ranking. Four NATO Allies and one partner boost Special Operations Forces capabilities
12 May 2021. The Regional Special Operations Component Command (R-SOCC) declared that it has reached Initial Operational Capability on 12 May 2021 as part of exercise Black Swan 2021 (19 April – 14 May 2021). Under the leadership of Hungary, R-SOCC will provide the participating nations (Austria, Croatia, Hungary, Slovakia, and Slovenia) with a temporary deployable command element specifically dedicated to leading operations of special forces. R-SOCC provides a regional capability similar to the Composite Special Operations Component Command (C-SOCC) established by Belgium, Denmark, and the Netherlands, which reached its Full Operational Capability in December of 2020.
The command will increase the ability of the five participating nations to effectively employ their special operations forces, and will enable each nation to use its own contributions separately, while benefitting from an integrated R-SOCC structure once activated for deployment. The next main milestones of R-SOCC are to reach Full Operational Capability by December 2024 and to make the command available for the NATO Response Force in 2025.
R-SOCC is one of NATO’s multinational High Visibility Projects and was launched by the Defence Ministers of the five nations through a Letter of Intent in February 2019. This was followed by a Memorandum of Understanding signed by Croatia, Hungary, Slovakia, Slovenia in October 2019, and by Austria in December 2020. (NATO Hq) https://bit.ly/3onzlhe

North Atlantic Council statement in solidarity with the Czech Republic
22 Apr 2021
- Today, the Czech Minister of Foreign Affairs briefed the North Atlantic Council on activities by Russian operatives inside the Czech Republic, which resulted in the explosions in 2014 of ammunition storage depots at Vrbetice. The explosion caused the deaths of two people who worked at the site, for which Allies express their condolences, as well as very substantial material damage.
- The Minister confirmed that the Czech authorities have identified two Russian intelligence operatives as having been responsible for the explosion – the same two Russian intelligence operatives who remain wanted by the United Kingdom authorities in relation to the attack carried out in Salisbury in 2018 using a military-grade Novichok nerve agent of a type developed by Russia.
- In response to its determination of Russia’s responsibility for these actions, the Czech Republic has expelled 18 Russian officials who are members of Russia’s intelligence services, and is considering further substantial measures. Allies express deep concern over the destabilising actions Russia continues to carry out across the Euro-Atlantic area, including on Alliance territory, and stand in full solidarity with the Czech Republic. North Atlantic Council Statement following the announcement by the United States of actions with regard to Russia
15 Apr 2021.
- NATO Allies support and stand in solidarity with the United States, following its 15 April announcement of actions to respond to Russia’s destabilising activities. Allies are taking actions individually and collectively to enhance the Alliance’s collective security.
- Russia continues to demonstrate a sustained pattern of destabilising behaviour, including its violations of Ukraine’s and Georgia’s sovereignty and territorial integrity, and continued violation, non-implementation, and circumvention of numerous international obligations and commitments, including the Budapest Memorandum. Examples include attempted interference in Allied elections, including the U.S. presidential election; widespread disinformation campaigns; and malicious cyber activities. The United States and other Allies assess that all available evidence points to the responsibility of the Russian Federation for the SolarWinds hack. We stand in solidarity with the United States. We condemn the attack on Alexei Navalny, a Russian opposition figure, with the use of a nerve agent from the banned Novichok group. Any use of chemical weapons, under any circumstances, is a clear breach of international law and contrary to the Chemical Weapons Convention. Reports that Russia encouraged attacks against U.S. and NATO forces in Afghanistan are also of concern.
- Allies will continue to work in close consultation to address Russia’s actions, which constitute a threat to Euro-Atlantic security. We call on Russia to cease immediately its destabilising behaviour, and to uphold its international obligations, as Allies do theirs, including existing arms control, disarmament, and non-proliferation agreements and commitments. We also call on Russia to cease its provocations and to immediately de-escalate tensions on Ukraine’s borders and in illegally-annexed Crimea.
- While we continue to ensure our deterrence and defence posture, NATO remains open to periodic, focused, and meaningful dialogue, and to a constructive relationship with Russia when Russia’s actions make that possible. We regret that Russia continues to disregard NATO’s early 2020 invitation to hold a meeting of the NATO-Russia Council. (NATO Hq) https://bit.ly/3svImW9
North Atlantic Council Ministerial Statement on Afghanistan
14 Apr 2021. In 2001, Allies invoked Article 5 of the Washington Treaty for the only time in NATO’s history and went to Afghanistan together with clear objectives: to confront al-Qaeda and those who attacked the United States on September 11, and to prevent terrorists from using Afghanistan as a safe haven to attack us. In the ensuing decades through the investment of blood and treasure, and in partnership with the Islamic Republic of Afghanistan and its security forces, we have worked together to achieve these goals.
In light of this and recognising that there is no military solution to the challenges Afghanistan faces, Allies have determined that we will start the withdrawal of Resolute Support Mission forces by May 1. This drawdown will be orderly, coordinated, and deliberate. We plan to have the withdrawal of all US and Resolute Support Mission forces completed within a few months. Any Taliban attacks on Allied troops during this withdrawal will be met with a forceful response.
The conclusion of NATO’s Resolute Support Mission takes place against the backdrop of renewed regional and international support for political progress toward peace. We will continue to support the ongoing Afghan-owned and Afghan-led peace process. We welcome the Istanbul Conference as an opportunity to move the peace process forward and to reinforce the progress made in Doha. We call on the Afghan government and the Taliban to adhere to their commitments to the peace process initiated by the US-Taliban agreement and the US-Afghanistan Joint Declaration.
NATO Allies and partners will continue to stand with Afghanistan, its people, and its institutions in promoting security and upholding the gains of the last 20 years. Withdrawing our troops does not mean ending our relationship with Afghanistan. Rather, this will be the start of a new chapter. A sustainable peace in Afghanistan will have at its foundation an enduring, comprehensive, and inclusive peace agreement that puts an end to violence, safeguards the human rights of all Afghans, particularly women, children, and minorities, upholds the rule of law, and ensures that Afghanistan never again serves as a safe haven for terrorists.
NATO assembled one of the largest coalitions in history to serve in Afghanistan. Our troops went into Afghanistan together, we have adjusted together, and now we are leaving together. We are grateful to all who served in and supported this mission, including Afghanistan’s security forces. We honour the sacrifices of those who paid the ultimate price in service to it. Allied perceptions on security, defence and NATO
31 Mar 2021. In 2019 and 2020 NATO commissioned surveys across all 30 Allies to understand perceptions of Allied citizens. This extended data set includes additional metrics on familiarity with NATO, support for defence spending and support for international cooperation. Key findings;
- The transatlantic bond continues to rate as highly important in dealing with security challenges (79% consider the relationship between North America and Europe important, compared to 81% in 2019; only 4% say it is unimportant).
- Collective defence receives strong support across the Alliance: 69% agree their country should defend another country if attacked; only 9% disagree. 76% agree other NATO countries should defend their country if attacked with only 6% disagreeing; and 58% agree NATO membership deters foreign attack (16% disagree).
- Voting intention remains high. In a referendum, 62% of Allies would vote for their nation to remain a NATO member. Only 11% would vote against membership.
- Familiarity with the organisation is stable and high: 81% know NATO at least a little, compared to 79% in 2019. 48% know NATO very well or a fair amount and only 4% have never heard of the organisation.
- Defence spending: 70% support maintained or increased defence spending, as in 2019; 16% consider their nation should spend less on defence. (NATO Hq) https://bit.ly/2PskEwG

NATO Foreign Ministerial Statement Issued by the NATO Foreign Ministers, Brussels, 23rd-24th March 2021
23 Mar 2021.
- We are meeting in Brussels to reaffirm the enduring transatlantic bond between Europe and North America, with NATO at its heart. We are bound together by our shared democratic values, and by our adherence to the purposes and principles of the United Nations Charter. NATO is the foundation of our collective defence: together we reaffirm our solemn commitment to the Washington Treaty, including that an attack against one Ally shall be considered an attack against us all, as enshrined in Article 5.
- NATO is the strongest alliance in history, guaranteeing the freedom of a billion people, the integrity of our territory, and the protection of our values. NATO is a defensive Alliance and poses no threat to any country. In response to a more dangerous and unpredictable security environment, we are considerably strengthening NATO’s deterrence and defence capabilities, posture and resilience, underpinned by seven consecutive years of rising defence spending, more capable and ready forces, significant deployments in missions and operations, and deeper engagement with partners. We are making good progress on fairer transatlantic burden sharing; we welcome the efforts made by all Allies in Europe and North America that contribute to our indivisible security. We must and will do more.
- NATO will continue to adapt. We face rising threats and systemic competition. Russia’s aggressive actions constitute a threat to Euro-Atlantic security; terrorism in all its forms and manifestations remains a persistent threat to us all. Assertive and authoritarian powers, and non-state actors, challenge the rules-based international order, including through hybrid and cyber threats, the malicious use of new technologies, as well as other asymmetric threats. The Covid-19 pandemic once again illustrates that we face constantly evolving challenges; we will continue to ensure our defence and operational effectiveness throughout this crisis. We pay tribute to all those who combat this pandemic in all our countries and around the world.
- The transatlantic partnership remains the cornerstone of our collective defence, central to our political cohesion, and an essential pillar of the rules-based international order. The upcoming NATO Summit will open a new chapter in transatlantic relations and set the direction for the future of our Alliance to 2030 and beyond. In line with the decision by our Leaders in London in December 2019, we will further strengthen NATO’s political dimension, including consultation. We welcome the reflection process, including the recommendation to update NATO’s Strategic Concept. We will further reinforce NATO’s resilience, military strength and global outlook, connecting more closely with other nations and international organisations that share our goals. We will continue to stand together and to work together, to guarantee our security, prosperity, democracy and freedoms. (NATO Hq) https://bit.ly/3fsWxIR

Belgium joins the NATO Flight Training Europe initiative
19 Feb 2021. Belgium joined Bulgaria, Croatia, the Czech Republic, Greece, Hungary, Montenegro, North Macedonia, Portugal, Romania, Spain, and Turkey, to work on establishing a network of pilot training facilities across Europe. The NFTE aims to ensure that sufficient state-of-the-art pilot training is available around Europe in a manner that is cost-efficient and interoperable. This is a high priority, given that for many smaller European Allies, national pilot requirements do not justify national training centers. As a result, Allies often send their pilots for training to the United States, creating additional strain on US capabilities. (NATO hq) https://bit.ly/3pHFkMY

Statement by the President of the NATO PA on the sentencing of Alexei Navalny
03 Feb 2021. “The sentencing of Alexei Navalny by a Moscow court yesterday is yet another shameful act in this travesty of justice and in the Kremlin’s playbook of ruthless repression against its opponents.
Having failed to assassinate Navalny using a banned military-grade nerve agent, Putin’s regime is now sending him in exile in a penal colony. The cowardice and cynicism which these actions demonstrate are simply outrageous. The European Court of Human Rights (ECHR) found in 2014 that this legal case brought against Mr. Navalny was “unlawful and arbitrary.” We must denounce in the strongest terms this politically-motivated persecution, as well as the mass arrests and disproportionate use of force against peaceful protesters. North Atlantic Council Statement on the Extension of the New START Treaty
03 Feb 2021. NATO welcomes and fully supports the agreement between the United States and the Russian Federation to extend the New START Treaty for five years. NATO Allies believe the New START Treaty contributes to international stability, and Allies again express their strong support for its continued implementation and for early and active dialogue on ways to improve strategic stability.
Allies remain collectively determined to uphold existing disarmament, arms control, and non-proliferation agreements and commitments. Allies support further arms control negotiations, with the aim of improving the security of the Alliance, taking into account the prevailing international security environment. Allies see the treaty’s extension as the beginning, not the end, of an effort to address nuclear threats and new and emerging challenges to strategic stability.
Even as the United States engages Russia in ways that advance our collective interests, NATO remains clear-eyed about the challenges Russia poses. We will work in close consultation to address Russia’s aggressive actions, which constitute a threat to Euro-Atlantic security. (NATO Hq) https://bit.ly/39YfhwI

Strengthening relations with Colombia
22 Jan 2021. Colombian Vice Foreign Minister for Multilateral Affairs Adriana Mejía, Vice Defence Minister for Strategy and Planning Jairo García, and NATO representatives decided to extend their bilateral cooperation.
Colombia, a partner since 2017, and NATO have been developing common approaches to security challenges in areas such as intelligence-sharing, cyber defence, maritime security, the fight against corruption, and terrorism and its links to transnational organised crime; they have also cooperated to reinforce the capabilities of the Colombian armed forces through education and training. New areas of cooperation could potentially include resilience, interoperability and defence capability planning.
Colombia, NATO’s only partner in Latin America, contributes to international security in many ways. It took part, for instance in NATO’s Operation Ocean Shield in 2015 and contributes to UN-led operations in other parts of the world as far-flung as the Western Sahara and Lebanon. NATO and Colombia have been engaged in dialogue and cooperation since 2013; the relationship became an official partnership in May 2017 when Colombia signed an Individual Partnership and Cooperation Programme with the Alliance. Week 2 (11.01-17.01.2021)
SimPL Simulation of Low Photon Lidar
15 Jan 2021. Low photon lidar is a generic term that encompasses all lidar technologies which operate with very limited photon fluxes, such as Single photon lidar (SPL) and Geiger-mode lidar (GML). SPL and GML are innovative technologies that dramatically increase the point density on a target through detection and processing of low photon numbers at the receiver. This allows a significant increase in sensing efficiency, which in turn reduces payload requirements for unmanned platforms and costs. Very limited efforts have been put in place to simulate the system response of SPLs or GMLs in various environments. Therefore, the SET Panel has established a Research Task Group on Simulation of Low Photon Lidar in order to fill this technical gap through community efforts amongst NATO member and partner Nations. The primary objective is the joint review of existing low photon lidar and active imaging system simulations, to evaluate their utility, to identify their capability gaps, and to aid their advanced development. In addition, the RTG will conduct an analysis of trade-off in system design for low photon lidar for different operational requirements, including a comparison of physical models to experimental performance. The member Nations will use the results of the RTG to improve low photon lidar simulation tools for the purpose of system trade-off study. This work will lead to a better understanding of the benefit of low photon lidar systems for military applications. (NATO STO) https://bit.ly/3oVcnxs
